By this letter, and through the undersigned counsel, NetCoalition.com nominates Daniel Ebert to serve on the Commission’s Advisory Committee on Online Access and Security. Mr. Ebert is NetCoalition.com’s Executive Director.

As the collective public policy voice of the world's leading Internet companies, NetCoalition.com is committed to building user confidence in the Internet through responsible market-driven policies; preserving the open and competitive environment that has allowed the Internet to flourish; and ensuring the continued vitality of the Internet through active dialogue with policymakers. Web sites of Coalition member companies – Amazon.com, America Online, DoubleClick, eBay, Excite@Home, Inktomi, Lycos, theglobe.com, and Yahoo! – are visited by 90% of unique users who use the Internet every month. Recognizing the great opportunity to educate consumers that this visit rate presents, the Coalition recently initiated a consumer online privacy education campaign.

In support of this nomination, the following is shown:

1. Mr. Ebert’s participation would promote a balance of points of views represented and functions to be performed by the Advisory Committee. NetCoalition.com can speak to Internet industry-wide viewpoints on critical online privacy issues and, in addition, can provide valuable information about its privacy campaign.

2. Mr. Ebert has expertise in and knowledge of the issues that are the focus of the Advisory Committee’s work. As NetCoalition.com’s Executive Director and spokesman on public policy matters, Mr. Ebert is very familiar with the consumer online privacy issues being considered by the FTC, as well as the positions of NetCoalition.com member companies and various other interested parties.

3. Mr. Ebert well reflects the views of the relevant affected interests. The interests of online consumer businesses would be well-reflected by NetCoalition.com and its representative, Mr. Ebert. As described above, he is familiar with the privacy positions of NetCoalition.com member companies and other interested parties.
